The Local Coastal Program (LCP) is a planning document (as required by the California Coastal Act) that identifies the location, type, densities, and other ground rules for future development in the coastal zone. Each LCP includes a land use plan (LUP) and its implementing measures. These programs govern decisions that determine the short and long term conservation and use of coastal land, water, and other resources. Marin's LUP was originally certified in two geographic segments in 1981 and 1982, along with implementing zoning codes. We are now in the process of a comprehensive review of these documents for the first time in 30 years. Your input and participation is invaluable in guiding our efforts. This process began with a series of public meetings and public workshops conducted by the Planning Commission. These were followed with nine public hearings conducted from August 2011 through February 2012. At their hearing on February 13, 2012, the Planning Commission approved the Planning Commission Recommended Draft of the Local Coastal Program Amendments (LCPA). The next step in the update process includes consideration by the Board of Supervisors, beginning in March 2012. Marin's Coastal Zone includes the communities of Muir Beach, Stinson Beach, Bolinas, Olema, Point Reyes Station, Inverness, Dillon Beach, Marshall/East Shore and Tomales. The LCP affects both coastal residents and visitors by protecting and expanding public access to the shoreline, recreational opportunities, including commercial visitor-serving facilities and scenic and landscapes while also protects environmentally sensitive habitats and productive agricultural lands. |
